We present the design for a middleware software and general framework that should enable the support for large scale, HLA compliant distributed simulations over the Grid. The High Level Architecture was developed by DoD to establish a standard for DIS (Distributed Interactive Simulations) and to facilitate the reuse of M&S components and simulations interoperability. Although HLA is a flexible standard for distributed simulations, it does not provide support for issues like easy simulation execution setup, dynamic configuration, execution migration, fault tolerance or scalable naming. Our framework will try to offer mechanisms to support some of these issues. The design is based on a current RTI implementation, operating on WAN as a backbone, to provide HLA services provisioned in the Federation Interface Specification.
